In the following presentation Major Stephen Coughlin outlines the role of the Organization of Islamic Cooperation on enforcing Islamic law.

It makes it very clear that when the OIC talks about human rights it means sharia law.  This makes it very clear that OIC countries interpret things like UN Resolution 16/18 on the basis of sharia.  This of course changes the meaning of such resolutions.  This is why Resolution 16/18 is not about religious rights, rather it is about the imposition of sharia.
